Bake and cool cookies before decorating. Make sure cookies are fully cooled. If they are warm, the icing will run off of them. Make royal icing. Learn how to mix different consistencies of royal icing here>>
Prepare the following icing colors:
Piping Consistency:
Blue
White
Black (Optional if using a candy-see step 8)
Flood Consistency:

Outline top portion of the baby shark with blue piping consistency royal icing. Outline a fin about 2/3 down the shark.
Outline the bottom portion of the baby shark with white piping consistency royal icing. This will make up the shark's belly. -
3Fill in the top portion of the baby shark with blue flood consistency royal icing. Let this part air dry for a minimum of 30 minutes before moving onto the next step. The icing should be crusted over-this will ensure that your colors won't bleed, and there will be good definition between the blue and white sections.
-
4Using white piping consistency royal icing, pipe a small triangle on the right side of the shape to create your baby shark's mouth. Pipe an outline of the white belly of the shark on the left and right side of the fin. Pipe a squiggle of white piping consistency royal icing inside these two small sections. The squiggle will help prevent cratering, which is when the icing collapses or dimples as it dries.
-
5Fill in the two small sections on the belly of the baby shark with white flood consistency royal icing. Leave the mouth bare so that you get good contrast when you add the teeth. Let your flooded sections dry for about 30-60 minutes before moving onto the next step. Make sure the icing is crusted over before continuing to the next step.
-
6Using white piping consistency royal icing, pipe dots on the shark's mouth and then use a scribe tool, or toothpick, to gently drag the icing to create the sharp teeth.
-
7Using blue piping consistency royal icing, pipe 3 identical curved lines halfway between the shark's fin and the mouth. These will be the gills.
-

Using black piping consistency royal icing, pipe a small dot above the last tooth for the shark's eye. If you want to skip mixing up a batch of black icing, you can also use a small candy or nonpareil to create the shark eye.
And you're done!
